Poll 3: Board Election 2008/Constitutional Amendments/Priority Poll

Summary

This poll consisted of four independent questions.

The first concerned amendment of the Constitution, and read

Do you approve the following amendment to Article IX of the Constitution ("Amendment")?

"This Constitution and its bylaws may be altered, amended, added to, or repealed by an affirmative vote of a majority of the Members of record during Annual and Special meetings as defined in 5.2 and 5.3, provided that the proposed deletions and additions, when applied to the Constitution, will result in a new Constitution that remains in complete compliance with the OpenSolaris Charter. The complete text of the proposed deletions and additions must:

  • be approved within an OpenSolaris Community Group using the Majority voting rule in article 8.4 prior to being delivered to the full Membership for adoption.
  • be delivered in a notice by electronic mail to the Members no less than ten (10) days prior to any vote on said deletions and additions.

to be resolved by a first-past-the-post count, with approval to amend requiring an affirmative majority of the Core Contributors.

The second also concerned amendment of the Constitution, and read

Do you approve the following amendment to Article VI of the Constitution ("Governing Board")?

Addition to section 6.3: "Candidates for election shall publish a list of their commercial affiliation, or other interests related to OpenSolaris, so that a voting member can understand the context from which they would act on the OGB and the likely biases they would bring. Candidates who before the start of voting do not publish such a statement and attest to its accuracy shall not be eligible for election. The Secretary of the OGB shall maintain a public register of OGB Members' interests."

Addition to section 6.2: "OGB members upon change of corporate affiliation or other interests related to OpenSolaris, must notify the membership of the same when that change applies."

The third question concerned the election of the 2008 - 2009 Governing Board, and read

The participants below have been nominated as candidates to serve on a seven (7) member Board. The Board members shall be selected by single transferable vote. Accordingly, please submit an ordered list of the candidates, showing your preference by placing the most preferred candidate at the head of the list, followed by candidates of lower and lower preference. You may present a list of the entire slate, or a subset thereof. (The list is presented in random order.)
to be resolved by evaluation using the Meek Single Transferable Vote. The STV module from the OpenSTV package was used to evaluate the results of the second question.

The final question asked for input on community priorities, using the same question and responses as used in Poll 1. It read

Which of the following items, presented in a randomized order, should be prioritized by the Governing Board in order to promote OpenSolaris and increase its developer mindshare?
to be resolved by evaluation using the Meek Single Transferable Vote.

The poll was open to Core Contributors from the entire Community, and accepted ballots from Monday, Mar 10 00:00:00 2007 PDT until Monday, Mar 24 23:59:59 2007 PDT. Additionally, because of 33 ballots being spoiled by the polling software, an extension until Thursday Mar 27 23:59:59 2008 PDT was made, resulting in 22 of the 33 ballots being received.

With respect to Question 1, Article IX of the Constitution is amended as noted, with 197 Ayes, 30 Nays, and 8 Abstaining. With 368 Core Contributors, 184 Ayes were required for an affirmative majority.

With respect to Question 2, Article VI of the Constitution is amended as noted, with 199 Ayes, 35 Nays, and 1 Abstaining. With 368 Core Contributors, 184 Ayes were required for an affirmative majority.

With respect to Question 3, the 2008 – 2009 Governing Board, in alphabetical order, are

  • Glynn Foster,
  • Jim Grisanzio,
  • Stephen Lau,
  • Simon Phipps, and
  • John Plocher.
1 Member abstained on this Question.

With respect to Question 4, the Top 5 Community Priorities are

  1. Deploy a public defect management system.
  2. Deploy a public RTI system.
  3. Deploy a public code review facility on opensolaris.org.
  4. Deploy a public wiki on opensolaris.org.
  5. Create an infrastructure project to run opensolaris.org.
